The Common Council met at City Hall in the City of Black River Falls on March 21, 2018 at 6:00 P.M. Alderpersons Redbird, Colloton Chrest, J. Rave, M. Rave, Olson, Busse, Gearing- Lancaster, and Ross were present. Mayor Jay Eddy presided.

CITIZENS IN ATTENDANCE
There was 1 citizen in attendance.

Reviewing of the Inspection Warrant process for the E&F Motel will be placed on a later agenda as the requesting party was unable to attend this meeting.

DEPARTMENT REPORTS
The Department Head monthly reports were reviewed. Department heads present were Kelly Bakken, Steve Peterson, Tammy Peasley, Steve Schreiber, Jody Stoker, and Brad Chown.
EMS Division Chief Jody Stoker informed the Council that he and EMT Steve Collins received accommodations from the Black River Falls School District at the last School Board meeting for all the work they do at the schools.

The City Administrator informed the Council of plans to repair Commerce Drive again this year. The City Street Department plans to complete the work.

It was moved by Alderperson Olson, seconded by Alderperson Redbird to approve the Municipal Street Department collective bargaining agreement addendum for Foreman assignment and compensation. Motion carried (7-1) with Alderperson Ross voting no.

It was moved by Alderperson Busse, seconded by Alderperson Gearing-Lancaster to approve the Mechanic/General Laborer job description as presented. Motion carried.

Chief of Police Kelly Bakken informed the Council that the new squad has arrived and equipment is being removed from the old squad. The Ford truck is at Osseo Ford with a blown motor which should be under warranty. The Police Department has been short two full-time positions for quite some time and those two positions have been offered to part-time officers Jake Henning and Jeremy Likely. Both will start full-time in May. Chief Bakken has been in talks with School Superintendent Shelly Severson regarding the need for a school liaison officer. Sustainable funding sources are being discussed at this time.

It was moved by Alderperson Busse, seconded by Alderperson Ross to approve the quotation and contract from Schalow’s Nursery in the amount of $10,761.87 to replace the fountain and add an aerator to the Lunda Community Park pond. Motion carried.

It was moved by Alderperson Ross, seconded by Alderperson Gearing-Lancaster to approve vouchers for February 2018 check #63730 to #63839 totaling $1,999,251.97. Motion carried.

It was moved by Alderperson Gearing-Lancaster, seconded by Alderperson Busse to approve the City Treasurer’s Report for February 2018. Motion carried.

It was moved by Alderperson Olson, seconded by Alderperson Gearing-Lancaster to approve the Revenue & Expense Reports for February 2018. Motion carried.

There was no need to adjourn in to closed session as noticed on the agenda.
